Where did the idea for the Reactor Room 3 of 10 Rust skin come from?

On February 17, 2018, a GameSpot reviewer published a review of Rust that rated the game 3/10, and one of the worst in the survival genre. Since Rust has such a diehard fan group, it became a meme in the community and the Reactor Room 3 of 10 was released to make fun of the low review score.
